Winter Storm Report - December 17 and 18, 2005
Mr. Mayor, Madam City Administrator and City Council Members:
A major storm buffeted the Bay Area this weekend, bringing almost three inches of rain and high winds to Oakland. The National Weather Service issued wind and urban flood advisories Sunday morning. Occasional heavy rains caused moderate flooding throughout Oakland. High winds caused very little damage to trees.
Crews were scheduled to work both Saturday and Sunday out of our Shepherd Canyon facility. However, due to the volume of calls on Sunday, the Municipal Service Center (7101 Edgewater) was opened in the morning, and calls were routed from Fire Dispatch to the PWA Call Center. Nine extra crews were called in to support the regularly scheduled standby general and sewer crews, and one person was called in to distribute sand bags. PWA crews responded to more than 100 calls for storm drain or sewer flooding, mudslides or tree damage. All calls were responded to quickly and efficiently.
The Municipal Service Center and Shepherd Canyon facilities will remain open until 9:00 p.m. throughout the week to distribute sand bags and plastic sheeting to Oakland residents.

- Six mudslides were called in and responded to; (see attached list for locations)
- Leona Quarry: During yesterday's storm event, a temporary weir on the detention basin at the Leona Quarry development site failed, causing a major release of water from the detention basin. The uncontrolled release flowed for several hours. The developer will replace the plywood weir with a steel weir by tomorrow (Tuesday) in preparation for rains later this week. The temporary weir was in place to increase storage of water for water quality treatment until the site vegetation grows in.
- Staff is working with its experts to analyze the exact flow that was released. We hope to have more detailed information by the end of the week. The release will also be reported to the Regional Water Quality Control Board.
- The rear of a car was damaged as a result of the Eucalyptus failure on Gaspar.
- 6181 Ridgemont Dr – Homeowner says Leona contractor closed off pipe and redirected to manhole, causing flooding and damage to home. Drainage crew cleaned and flushed line.
- 6000 Shepherd Canyon – Storm water washed lots of debris into inlets and the “bird cage” causing flooding to the area. A private vehicle was stuck in flood water. Crews closed of street, cleared inlets and removed 16 yards of debris. (Please see attached list.)

In summary, the supervisors and crews remain extremely responsive. Weather concerns for the rest of the work week are minimal. I will keep you posted should new developments materialize.
