Honorable Mayor, City Council Members, and Madam City Administrator:
In the five-day period beginning Wednesday and ending Sunday, January 6th at 4:00 p.m., 3.36 inches of rain fell in Oakland, bringing our percent of normal precipitation to 104% for the period July 1, 2007, through January 6, 2008.
Isolated showers are expected through Thursday with periods of sunshine the latter part of the week.
Call volume was quite heavy with a total of 424 total weather-related calls received over the five-day period.
Over the weekend, Public Works had several crews out in the field. The following crews worked both Saturday and Sunday: Keep Oakland Clean and Beautiful (KOCB) had five crews working; Drainage had six crews; Sewers had three crews; Heavy Paving had one crew—Saturday only; and Traffic had two crews—Saturday only.
Crews will continue to inspect and clean inlets and storm drains. Staff will be closely monitoring Lake Merritt area and hills for any drainage-related issues especially during rain storms. There were crews on standby for sandbag distribution, with 8,848 sandbags and 1,780 feet of plastic sheeting distributed from the Municipal Service Center and Shepherd Canyon yard over the five-day period.

Location of Problem Areas:
Landslide – 7297 Skyline Blvd. slid onto 6780 Oakwood. A 200 ft. section of Skyline Blvd was closed to vehicular traffic due to the landslide undermining a portion of the road. Staff responded to the slide by placing plastic sheathing over the exposed area of the slide to keep it from getting saturated from the rain and thus potentially more soil/mud sliding. Additionally, barricades and signage were installed to implement the road closure. Geotechnical Consultants were asked to evaluate the site and make recommendations. They will be conducting further analysis via borings to determine the stability of the remaining roadway to potentially open up one lane of traffic; additionally, CEDA engineering staff will be working with a contractor to install a pipe down the hill in order to bring back into service a storm drain inlet on Skyline Blvd that has been taken out of service since the slide. CEDA staff also 'yellow-tagged' two homes below the slide area over the weekend; the yellow tags were removed today. Crews conducted general cleanup at 6770 Oakwood Drive, and installed more plastic sheathing on the exposed hillside.

- Damage in parks was relatively minor. There are lots of broken tree branches, but most have been picked up or is in progress today.
- Joaquin Miller Park – two trees blew down across hiking trails. One tree was cleared, and the other is work in progress.
- Raimondi Park – large oak tree was blown down. Tree Section will schedule clean up.
- Peralta Park – tree was blown down. Tree Section will schedule clean up.
Media Inquiries and Coverage:
Between Jan. 2 and through this morning (Jan 7), we received and responded to over 40 requests from the media, including
print, radio and television. This includes contacts with the Oakland Tribune, SF Chronicle, KCBS, KGO, KTVU 2, KRON 4, KCBS 5,
ABC 7, KNTV/NBC 11, and KDTV – Spanish Language T.V. in San Francisco.
In summary, both CEDA and Public Works staff worked very well over the weekend to respond to all the emergencies this past storm brought. And all the pre-storming activities, from inlet cleaning to preparing over 9000 sandbags to use and give out to residents, definitely paid dividends in reducing the number of problems/calls for service we saw, thus improving our ability to respond to those requests we did receive. We will continue to respond to some outstanding calls for service and prepare for the next storms.
